The new City Manager for the City of Hollywood apologized Friday after he was arrested for DUI.

According to the Miami-Dade Police report, Douglas Hewett was arrested early on Easter Sunday morning, April 8.

The police report said Hewett was stopped on Biscayne Boulevard near 156th Street after leaving a club.

According to the arresting officer, Hewitt had bloodshot, watery eyes. The officer also said he smelled a strong smell of alcohol and that Hewett speech was slurred. The officer also said Hewett was swearing.

He was arrested and charged with DUI.

"This is humiliating to for the city. It's humiliating because we have had a great deal of turmoil here in the city of Hollywood,” said Mayor Peter Bober. “There is no doubt this is disappointing. It falls into question his judgment as to all issues, particularly where he doesn't have a track record in the city and has not been able to demonstrate his abilities. It requires the city commission to highly scrutinize everything he does going forward. It's unavoidable."

When asked by Local 10's Jeff Weinsier if they believed Hewett should lose his job, Commissioner Patricia Asseff replied: "No, I do not feel that."

"I’m not prepared to make a decision to change course. I’m comfortable with him as City Manager. I like some of the things he's done, I like the direction, I like working with him. I want to see how this plays out in the legal system," said Commissioner Dick Blattner

The arrest came just months after Hewett was hired by the city in February.

Hewett gave Local 10 News the following statement: "I can confirm I was stopped by a Miami-Dade police officer in April on suspicion of driving under the influence. At the time of the incident, I advised each member of the City Commission who expressed their concerns about this serious matter. Given the nature of this incident, I’ve retained an attorney. On his advice, I’m unable to discuss the facts of this case at this point. However, I deeply regret how this may negatively reflect on the City of Hollywood. I look forward to resolving this matter and continuing to serve the City."

There have been two mayor collisions involving birds flying into air planes at Fort Lauderdale-Hollywood International Airport in the last two years. Now, airport officials are taking further steps to scare away our feathered friends.

Airport Operations Director Mike Monnemacher shows off the weapons of choice in the on-going battle to scare geese, grackles and vultures. Keeping them away from jets taking off and landing.

“This is a banger and this is a screamer,” said Monnemacher as he fires the noisemakers into the air. “Noise scares most birds away.”

The airport now spends over $10,000 a year on pyrotechnics and has some success keeping birds grounded, but the Federal Aviation Administration wants better results.

Over the last 18 months, 80 birds and planes have collided around the airport. Two of those collisions damaging jets during takeoff.

“If it gets ingested into an engine that is turning at 10,000 rpm, that's not a good mix,” said Monnemacher.

In 2009, a Turkey Vulture crashed into the windshield of a Cessna. smashing glass and injuring the pilot. He was able to turn his aircraft around and land safely. But incidents like that one, are forcing the F.A.A. and airport officials to step up fowl harassment efforts.

The airport will spend $118,000 to hire a wildlife biologist to find new and better ways to shoo birds away.

“It’s a small fraction compared to the value of the airplane and the people who are on board. You don't put a price on the lives that are on board,” said Monnemacher.

Local bird watchers need not apply. The Department of Agriculture wildlife biologists will take over the bird management duties.

LivingColor Enterprises of Fort Lauderdale is making a big splash, going high profile with exotic aquariums at Marlins Park and now a reality TV show.

Mat Roy and LivingColor are climbing to the top of the high-end aquarium market. Roy's company makes fish tanks that hold up to one million gallons of water and cost over $1 million.

"Our clients have afforded us the opportunity to kind of push the envelope along the way," Roy said.

Roy and his crew pushed two 500 gallon aquariums into Marlins Park -- bringing pressure and publicity.

"If something goes wrong with those aquariums, we don't just know about it, the Marlins don't just know about it, the world gets to know about it. We really put ourselves out there on the Marlins' project," he said.

The process was taped for a new reality show called Fish Tank Kings. Basketball star Alonzo Mourning tapped Roy to build an aquarium for the Overtown Youth Center.

Charlie Smith and other kids from the center went to LivingColor to pick fish for the display, and even made some of their habitat too.

"I learned that fish, some fish they can't blink because they don't have eyelids," Smith said.

By teaching the kids to maintain the aquarium, Roy thinks some kids will be looking at going into marine biology.

"To see their faces and how they've been involved from the beginning, you can't buy that sort of stuff. It's so precious," he said.

Mourning says 90 percent of the kids in the Overtown Youth Center program finish college.

Roy says the reality show is a mixed blessing, since it’s more work assembling and building the aquariums while being taped. But he says it is bringing more exposure to his projects.
